2. ANNOUNCEMENT:

The Solway, East Ayrshire and Machars Car Clubs will organise a National “B” Permit Rally on Sunday, 2nd December, 2007 The event is a counter in the West of Scotland Stage Rally Championship and the 5 of Clubs Rally Championship.

 
3. JURISDICTION:

The event will be governed by the General Regulations of the Motor Sports Associa­tion Ltd. (incorporating the provisions of the International Sporting Code of the FIA), these Supplementary Regulations, and any written instructions the organising Clubs may issue for the event.

5. ELIGIBILITY:

The event is open to all members of the clubs comprising the Association of West of Scotland Motor Sport Clubs; the East of Scotland Association of Car Clubs; the Association of Northern Ireland Car Clubs; and the Association of North East and Cumbria Car Clubs. Each driver and navigator must produce M.S.A. competition licences valid for the event. Intending competitors are reminded that when an entry is made in the name of a commercial firm or sponsor the appropriate Entrant’s Licence must be produced when other licences are examined. Advertising should be in accordance with E. 2.23 and E. 2.24.

 
6. START AND FINISH:

The event will start from Castle Douglas at 08.30 hours on Sunday 2nd December, 2007, and will finish in Castle Douglas at a location to be detailed in the route book. Rally Headquarters will be at Castle Douglas Town Hall, Castle Douglas. Total mileage will be approximately 110 miles on public and private roads. The event will contain 5 special stages with a mileage of approximately 40 miles. These stages will take the form of Forestry Roads.

 
7. ROUTE:
OS. Map Nos. 77, 83 and 84 (1:50,000 series) cover the route.
 
8. CLASSES:
There will be ten classes as follows:
Class 1. Group N cars up to 1600cc. Class 6. Group A cars 2001cc and over.
Class 2. Group N cars 1601cc to 2000cc. Class 7. Open Class cars up to 1400cc.
Class 3. Group N cars 2001cc and over. Class 8. Open Class cars 1401cc to 1600cc.
Class 4. Group A cars up to 1600cc. Class 9. Open Class cars 1601cc to 2000cc.
Class 5. Group A cars 1601cc to 2000cc. Class 10. Open Class cars over 2000cc.

Cars with forced induction systems will have 70% added to their engine capacity in order to determine their class (E.12.4.1).
This loading will not apply to diesel engines. Cars entered in the wrong class will be re-classified at the Scrutineer’s discretion.

 
9. AWARDS: Awards will be presented as follows:

Overall:
1st Gallacher Trophy and a Free entry to the 2008 Rally. This is awarded to the Driver, and is non-transferable.

Special Awards:

A FREE ENTRY FOR THE 2008 EVENT will be awarded to the highest placed driver in each class. (This is decided by overall classification, is subject to a minimum of six starters in class, and is non-transferable).

Eligibility for all Marque Awards must be claimed by the Competitor in the appropriate section of the Entry Form.


 
10. ENTRIES:

The maximum entry for the meeting is 150. The minimum is 60. There is no maximum entry for classes but the minimum is 6. The organisers reserve the right to amalgamate classes or cancel the meeting as required. The entry list opens on publication of these regulations and closes finally on 24th November, 2007. The entry fee is £420. This can be paid in two parts provided that one cheque for a minimum of £200 is received before 17th November. The remaining balance can be post-dated for no later than the 24th November. All paid or part-paid entries received prior to the 17th of November will be entered in a draw and the winner will receive a FREE ENTRY for this years’ event! Postal entries must be made on the official entry form and be accompanied by the appropriate fee. On-line entries will reserve a provisional place, which will be confirmed on receipt of payment as above.

Entries will be accepted in order of receipt.
Fees for acknowledged entries withdrawn up to the closing date will be refunded in full less £25 to cover administration costs.
Fees for entries withdrawn after that date will not be refunded unless the vacant place is filled by a reserve. The above conditions will also apply to reserves who will be notified as soon as possible of vacant places.
Entries made after the closing date must be paid in cash and  WILL NOT BE SEEDED.
Should the event be cancelled due to circumstances outwith the organisers’ control a full refund less £25 administrative costs will be made to all entrants.

Final instructions, containing details of competitors’ starting numbers, will be posted to entrants before the event.
The order of starting will be at the organisers’ discretion, but to assist seeding com­petitors must fully complete the claim on the entry form. Seeding will take place within the Categories provided, except for Category ‘F’ within which starting numbers will be by receipt of entry. Once the entry list has been published no correspondence will be entered into regarding it.

 
11. CONTROLS AND TIMING: (K.28: K.29)

The Rally will be divided into Road Sections and Special Stages.
All controls other than Passage Controls (PCs) will be Time Controls (TCs). Each road section will be allotted a Target Time based on 30 mph average or less and a competitor can calculate his Due Time of arrival at a TC by adding the Target Time to his actual time of departure from the preceding TC.

All Special Stages will have a Bogey Time set at 65 mph and a Target Time set at approx­imately 30 mph (or less on short stages).
Competitors will receive penalties as follows:


(i ) Under Bogey Bogey Time.
(ii) Over Bogey and Under Target Actual Time Taken.
(iii) Over Target Target Time.

However, excess lateness taken over Target on Road Sections and Special Stages is cumulative and once lost cannot be regained. When accumulated lateness between any two adjacent Main Controls exceeds the permitted maximum of 15 minutes a competitor will be excluded.

Should any recorded time not be legible or not appear authentic the organisers may use any means at their disposal to establish a time.

The following titles shall describe the various types of Time Controls:

(a) Main Control
(i) Main controls will be situated at the Start and Finish of the rally.
(ii) Each competitor will be given a due starting time from MC 1 and the difference between this starting time and his actual starting time will be counted towards exclusion for overall lateness. Also, a time penalty will be applied.

(b) Special Stage Arrival Control (SSA-Signs 1 and 2, (K.28.11))
On arrival at the SSA a competitor will receive an arrival time only when he is ready to start the stage (helmets on, etc ). A competitor who is early may wait for his due time. He must then proceed immediately to the start line.

(c) Special Stage Start Control (SSS — Sign 3, (K28.11))
At the SSS a competitor will be given a start time for the Stage in hours and minutes. Once a competitor has clocked in at an SSA the Start Marshal will assume he is ready to start the stage and will issue a time as soon as the start line is clear, whether the competitor is ready to start or not. The Marshal will inform the competitor at 30 seconds to go. Thereafter, the normal start sequence will be controlled by automatic traffic light. In the event of system failure a verbal countdown and manual signal will be given.
As each section is timed separately the time taken from SSA to SSS is ‘Dead Time’ and delays are automatically allowed for. The control area between Sign 1 at the SSA and Sign 3 at the SSS will be ‘parc ferme.'

(d) Special Stage Finish Control (SSF — Signs 4, 5, 6 & 7, (K28.11))
At the SSF a competitor will receive his finish time in hours, minutes and seconds. This time in hours and minutes will be his start time for the following Road Section. Any competitor who fails to stop at the ‘STOP’ Line must not, under pain of exclusion, reverse to the stop line, but must return on foot.


(e) Passage Control (PC)
At certain points indicated in the Road Book the organisers may establish PCs in order to collect Time Cards from competitors or for other purposes. There will be no official times record¬ed at these controls, but a competitor failing to provide the necessary documents at any PC will be deemed not to have visited that control.
It is a competitor’s responsibility to ensure that his times are correctly recorded and handed in when and where instructed. Once a time has been accepted by a competitor NO FURTHER CLAIMS WILL BE ENTERTAINED. Any adjustment caused by a Timekeeper’s error MUST be made at the Control in question.

 
12. SIGNS:

In accordance with GCR K.28.8 , a detailed tulip type route book of special stages will be issued. Although all No-entries should be blocked as per MSA recommendation, the Stage Route as given will be deemed adequate for competitors to find the correct route through the stage. Stage signs will be as K.28.10. / K.28.11

 
13. SERVICING:

There will be central service areas in Castle Douglas, which will be allocated in the final instructions.
Safety rules regarding service areas will be contained within the final instructions and will be strictly enforced. Contravention of these regulations will be reported to the Clerk of the Course who may apply the penalty of Exclusion.

Service Crews will be subject to the same regulations as competitors regarding noise, bad driving, manners, etc., and marshals have been instructed to note any infringement of these rules. Competitors are responsible for ensuring that their service crews understand and comply with this regulation.

Management vehicles up to and including Range Rover size or equivalent will be allowed to provide service cover within most road sections of the route. Areas where no service is allowed will be marked in the road book.

Crews may work unassisted on their own cars in ‘No Service Areas’ as allowed in K34.1.3.

 
14. IDENTIFICATION:

Competitors will be issued with rally plates to be fixed to the front and rear of the car. Door numbers and high visibility rear side window numbers will also be provided by the organisers. These decals, along with the process card should be uplifted prior to the Noise Test at the Scrutineering venue. The above identification must be carried throughout the event and must be removed immediately upon retiring or finishing.

 
15. DAMAGE DECLARATION:

Competitors will be required to complete and sign a report declaring that they have not been involved in any incident resulting in damage to private property or injury to persons or animals or alternatively giving details of any such incident where damage or injury has occur­red. Any information given will not incur a penalty but failure to hand in a duly completed form will be penalised by exclusion.

Competitors who do not report at the finish are required to forward the report to the Secretary within seven days of the event, unless they have been involved in an incident in which case details must be given to the organisers the same day. Competitors who fail to reply will be reported to the MSA.

 
16. JUDGES OF FACT:

Judges of Fact appointed by the organisers will be on duty throughout the rally to observe and report upon any competitor considered to be making excessive noise or to be in contraven­tion of the Service Regulations. These Judges of Fact are empowered to exclude competitors on the spot. A list of Judges of Fact will be on display at the start of signing on. The start officials on all Special Stages will be empowered to judge whether or not a competitor has made a false start.

 
17. SCRUTINEERING AND SIGNING-ON:

Exact details will be given in the Final Instructions. At scrutineering cars will be checked for compliance with current MSA Technical Regulations and class eligibility. Each entrant will be assumed to have full knowledge of the car and its eligibility for stage rallies. Homologation forms must be provided for all Group A and N Cars.  Crash helmets and race suits will be examined for compliance. Vehicles and equipment must comply with MSA GCR Section Q1-14. Log books road fund licence and MOT Certificates where appropriate must be produced for inspection. All cars must carry an approved Spill Kit.

A competitor must have signed on and completed all documentation at least one hour before his scheduled starting time otherwise he may be deemed a non-starter, and his number allocated to a reserve.

 

18. PENALTIES:
A. Penalties will be applied as K31 except as modified below:

B. The following offences will carry a penalty of EXCLUSION:
  (1) Not reporting at, or not providing proof of visiting a control or check.
  (2) Servicing contrary to Regulation SR 13.
  (3) Driving in the reverse direction on a Special Stage or reversing to a Stage Stop line after overshooting.
  (4) Smoking on a Special Stage.
  (5) Failure to wear properly fastened seat belts and crash helmets on a Special Stage.
  (6) Causing an obstruction on an access road to a Special Stage or on a Special Stage.
  (7) Accumulated lateness, between any two adjacent Main Controls in excess of the permitted maximum, which is        15 minutes.
  (8) Contravention of SR 15.
  (9) Failure to use SOS/OK boards provided by the organisers.

 

C. To be classified as a finisher a car with its crew must complete the course without incurring the penalty of        exclusion.

 
19. MEDICAL ASSISTANCE:

Competitors will be issued with numbered SOS/OK boards to be used as regulation K25.5. The boards issued by the organisers MUST be used on this event to the exclusion of all others.

Any crew which has the red SOS board displayed to them or sees a car which has sustained a major accident where both crew members are seen inside the car but is not displaying the red SOS board shall immediately and without exception stop to render assistance. All following cars shall also stop. The second car at the scene shall proceed to inform the next radio point. Subsequent cars shall leave a clear route for emergency vehicles.

The penalty for not stopping at an SOS board or when no board is displayed is exclusion. Competitors involved in an incident where medical assistance is not required must clearly display the OK board.

 
20. PACE NOTES / PRACTISING
(a) Pre-event practising or testing on the special stages contained in this event is strictly forbidden (GCR K.26.6).
 Any competitor or his/her agent observed on the stages after the publication of these regulations will be refused a start or excluded from the results as appropriate. The only exception to  this regulation will be for persons who live on or whose employment causes them to travel on the roads in question.

21. RESULTS:

Provisional results will be published as soon as possible after the event. Protests must be made in accordance with GCR 0.5.2. Printed results sheets will be sent to all competitors after the event.

 

22. INSURANCE:
The entrant is required to supply the name and address of his insurers on the entry form. As many insurance policies no longer give cover for competition, we have arranged cover under the Lockton Companies International Ltd (formerly Alexander Forbes) which will give third party and passenger liability cover for the event provided the driver can comply with the following declaration:
• Over 21 and held a full licence for at least 6 months.
• Not more than one fault accident in the last three years.
• No more than a maximum of 6 speeding points on your licence.
• No physical or mental disabilities.
• There are no other material facts to disclose which are likely to influence the acceptance or assessment of risk.

 

If you are unable to comply with any of the points above, complete a declaration form (available from the Entries Secretary) and forward direct to Lockton prior to the event, allowing sufficient time for a letter of acceptance to be issued.

24. MODIFICATIONS TO GCRs OF THE MSA:
All other GCR’s of the MSA apply as written except for the following which are modified.:
K.20.3.1 Ties will be decided by the least penalty incurred on the last Special Stage of the event. Should this also involve a tie then the penultimate stage penalties and so on, in reverse order of running, will apply.
 

25. SEEDING CATEGORIES:
All results shown on entry forms must be those of the first-named driver in the past 2 years.

 

A — FIRST 10 PLACES IN AN INTERNATIONAL RALLY OR FIRST 5 IN A NATIONAL ‘A’.
B — FIRST 20 PLACES IN A NATIONAL ‘A’ RALLY OR FIRST 10 IN A NATIONAL ‘B’.
C — FIRST 20 PLACES IN A NATIONAL ‘B’ FOREST RALLY.
D — FIRST 40 PLACES IN A NATIONAL ‘B’ FOREST RALLY.
E — FINISHER IN A SPECIAL STAGE RALLY
F — ALL OTHERS.

 
26. RALLY PRIZEGIVING:
This will be at Castle Douglas Town Hall, where results will be posted.
 
27. SERVICE PACKS:
Service Packs will be available at the start which will give full details per SR 13. These are free.
